What they claim it does
Young artists show “flashes” of greatness in a whole new way with LITE-BRITE FX - FLASH ART Neon Paint Spinner. Children can paint one of many animated design cards to place into the LITE-BRITE unit, or they can insert a blank card and squirt paint onto it as the unit plays. In both cases, the art spins ‘round and ‘round to create a unique light show with electronic lights, music and motion. Children use a variety of buttons to start, stop and showcase their masterpiece. They won’t believe their eyes.

Ease of assembly 5 Stars - Just add batteries and you are ready to go.

Ease of use 4 Stars
Simple, enough, add the blank card to the wheel and start it up. The card spins round and round while fun music plays. Then you squirt the neon color paint onto the card and it makes a swirling design.
Actual performance 5 Stars
It can be messy. You definately don't want to do this on a white carpet. The Light Brite Flash Art lived up to all the claims. It spins, makes sounds, and allows kids to make neon designs on the cards.
Final thoughts on practicality
Messy so be sure to do it in an area easily cleaned. Also my son had some difficulties adding the paint (would use too much paint). My wife did not like it (perhaps because she had to clean it up).
Perhaps some toys should not be practical. They should just be fun. I think this is one of those type of toys. The recommended age is 3 and up but I would recommend 5 and up. So put down a table cloth, put the kids in some old clothing and let them have fun.
